Historical Information:
The new Zakuulian flag was designed by the Grand Master at the time to represent Zakuul. The new flag features red as the background for love with the black representing life. Due to the black being surrounded the flag symbolizes a love for life. It used the old flag of the Zhin dynasty (2nd photo.) as its basis which features blue and white which meant truth and honor. The Zhin Dynasty flag was originally used due to the idea of the undefeated Zhin warrior being the modern Zakuulian soldier by most citizens. The twentieth Grand Master requested the new flag himself and personally made it Zakuuls new flag.

The old flag is two hundred years old and is painted on the hulls of old ships still in service such as public transport vehicles, cranes, and other vehicles that don't get replaced often. The flag is flown over government buildings, graveyards, and can be bought by citizens to be flown. It is also folded and framed for use by officers, generals, and other members of military leadership. The new flag is more decorative while the old flag has come to be seen as a symbol of great importance.

When is the flag typically raised? Is it considered a symbol of great importance or more of a decorative element? Where would the flag usually be displayed?
